A circular sent by the Kayseri Governorship Provincial Health Directorate to hospitals in the city has sparked debate. The circular stated that “gender reassignment” had been added as one of the reasons for issuing a medical board report. Hospitals were instructed not to use the “other” option and to issue e-reports instead of wet-signed reports.

Following the spread of social media posts, the Ministry of Health made a statement. In the statement made on the Ministry’s “Healthy Solution” social media account, after reminding of the existing procedure, it was also announced that the Ministry had introduced a new regulation “in order to standardize the medical board reports requested by courts and to ensure uniformity in practice.”

In addition to the statement on social media, the Ministry sent a press release saying that with the new regulation, reports that could previously be prepared by three physicians would now have to be issued by a fully equipped board of seven specialist doctors.

“Last year, on the Trans Day of Remembrance for Victims of Hate Crimes on November 20, the transphobic state and its apparatus, the Ministry of Health, which restricted access to hormones, hastily declared 2025 the year of the family. They are building the infrastructure for the provisions presented in the transphobic bill; step by step, the articles of a draft bill that has not even been discussed are being implemented. Two months ago, with a new regulation, citing the reason of ‘eliminating threats to the healthy social structure, our cultural and moral values,’ they introduced an age restriction for access to hormones.

Today, with the Ministry of Health’s new regulation, gender reassignment reports will be prepared by seven doctors. Previously, such reports were prepared by three doctors, now they will be prepared by seven. This is to profile trans people in the transition process and to make the process more difficult. The transphobic state, through the family, is attacking us from all sides, trying to intimidate us and undermine our gender transition processes. The so-called family that the state glorifies has stolen our lives. Your attacks only increase our pride. We will not give up on our lives or our hormones. The more you attack, the stronger we become.”
