A report titled “Threats and Risks Facing Our Children on Digital Platforms,” prepared by the Subcommittee on the Rights of the Child of the Grand National Assembly of Turkey’s (TBMM) Human Rights Commission, was brought before the General Assembly on January 20.

While presenting the report to parliament, Commission Chair Radiye Sezer Katırcıoğlu of the ruling AKP targeted LGBTI+ people.

Katırcıoğlu claimed that the report adopts a protective, not prohibitive, approach. Describing digital threats as “a matter of national security,” she argued that the report constitutes a call for a “digital mobilization,” saying:

“Distinguished members of parliament, every digital service that is not regulated according to age is a potential threat to children. Today, social media companies prioritize their own commercial profits and screen time, not children’s mental and physical health. So what is the result? Cyberbullying, addiction, loneliness, violence, sexual abuse, being driven into crime, online gambling, and identity confusion, and we still call this freedom! I ask you: Is protecting a child giving up freedom, or is it leaving them alone with dangers?”

“Gangs that drive children into crime, terrorist organizations, and LGBTI+ structures…”

Targeting LGBTI+ people by mentioning them alongside “terrorist organizations” and “criminal gangs,” Katırcıoğlu continued:

“I ask again: Is protecting a child giving up freedom, or is it leaving them alone with dangers? If we fail to protect our children today, we make them targets of terrorist organizations, gangs that drive them into crime, and structures such as LGBTI+. This is not an allegation; it is an assessment. Silence in the face of this threat is not neutrality, it is irresponsibility.”

Also targeting digital platforms, Katırcıoğlu said:

“Our report clearly shows that any content that is not age appropriate constitutes abuse, and any platform that is not monitored is complicit in crime. Let us admit it: this may be a virtual world, but the threats are clear and very real.”
